Hangzhou added 448,000 new parking berths during the 13th Five-Year Plan (2016-2020), according to statistics released by local authorities at the end of November.

Local construction authorities are trying to fully utilize land in an effort to meet parking demands.

Hangzhou has also launched measures to attract social capital to co-build parking lots with the local government by providing subsidies for companies.

Since 2011, when Hangzhou decided to begin promoting the construction of public parking lots, the city has built a total of 121 parking lots with 22,600 berths with support from social capital.

The city has also developed a smart parking system that manages more than 690,000 berths in over 2,100 parking lots. Through the use of big data, the system is able to allocate berths intelligently.
