Hangzhou in East China's Zhejiang province recently released an action plan to promote common prosperity in rural areas from 2021 to 2025, local media reported.

"It is the best time for Hangzhou to achieve common prosperity in both rural and urban areas," said an official from the local agriculture and rural affairs bureau.

He added that the per capita disposal income of rural residents in Hangzhou increased to 38,700 yuan ($5,982) in 2020 and that the income ratio of urban and rural residents was reduced to 1.77 last year.

The action plan states that by 2025, the per capita disposal income of rural residents in the city will increase to 57,000 yuan and that the income ratio of urban and rural residents will be reduced to less than 1.7.

"Rural life has become more and more prosperous with improving quality of life," said Jiang Musheng, a farmer from Fengshuling town in Chun'an county.

Jiang added that the shared winery established in Fengshuling generates an additional 60,000 yuan in income per year for him.

Hangzhou will also focus on building digital infrastructure to achieve common prosperity in rural areas. By 2025, the city plans to have established 50 digital agricultural plants, as well as complete the digital transformation of 200 planting and breeding bases.

By the same year, Hangzhou will unify pension standards for senior residents around the city, while local towns and villages are encouraged to establish public kindergartens.
