With its digital economy flourishing, Hangzhou has also been applying digital approaches to traditional manufacturing and focusing on industrial digitization, digital industrialization, and urban digitization.

As industrial internet plays a pivotal role in realizing industrial digitization, Hangzhou mobilized over 70 percent of the province's industrial internet service capacity, built several industrial internet platforms, and brought in key national laboratories and engineering and technology research centers.

In 2019, Hangzhou rolled out a New Manufacturing Plan which noted that by 2025, the city will increase the number of enterprises above a designated size by a factor of six, valued at over 100 billion yuan ($14.17 billion) and recognized at national high-tech levels. It will strive to achieve high-quality development boosted by both the digital and manufacturing sectors.
