Streamlined Administrative Services

In December 2016, the provincial Party committee and the provincial government initiated the "At Most One Visit" reform, a practice following the national plan to integrate several government departments and place them all under one roof at new administrative service centers throughout the province.

The purposes of the administrative reform are to cut down on red tape and provide greater convenience for businesses and people by promoting the digitalization of government services.

Hangzhou Administrative Service Center is one of the first in the country to operate under the newly-instated reforms.

"It takes only three months to go through all the administrative procedures for our new project, which is faster than other countries," said Bernt Gramann, general manager of Elektrisola Hangzhou Co Ltd at a forum, adding that the same procedures require six months in Germany and 18 months in the United States.

So far, over 10,000 businesses can be streamlined in Hangzhou covering areas of household registration, exit-entry affairs, social insurance and other business related to their living needs.

Residents can also enjoy comprehensive services via online apps and 24-hour self-service machines.
