Shangcheng district in Hangzhou, Zhejiang province unveiled an entrepreneurship and innovation center for the Western Returned Scholars Association of Zhejiang on Dec 9, local media reported.

The base is meant to provide returning entrepreneurs with entrepreneurial and innovative services in a comprehensive and targeted manner. Their services will involve project applications, industrial and commercial registration, taxation, financing, and office rentals.

The base will also work with local industrial parks, especially those engaged in the digital economy and bio-pharmaceutical industries, to bring in new projects, help them with financing, and hold roadshows. It will also set up a specialized research and development center in an effort to bring in more overseas start-up projects and headquarters institutions.

"I hope more and more returnees will be able to realize their entrepreneurial dreams in Shangcheng district," said Lai Jianbo, a local official.

The Western Returned Scholars Association of Zhejiang was established in Shangcheng district in September 2019. In April 2020, the two sides strengthened cooperation in setting up a service center for overseas returnees.
