The Hangzhou municipal government held a press conference on April 18 on the enactment and implementation of the Hangzhou Online Food Delivery Regulations, which will take effect on May 1.

One highlight of the regulations is that they offer clear definitions for food delivery platform operators, food providers, and deliverymen (full-time and part-time).

The regulations clearly stipulate platforms' responsibilities in terms of information registration and vocational training of part-time deliverymen and require that the platform sign a written agreement with them and provide them with insurance.

The legal rights and interests of deliverymen are another important point, covering contract signing, vocational training, insurance, remuneration, compensation, and anti-fatigue system.

The regulations also encourage the establishment of autonomous organizations in the food delivery industry and commend and reward activities that reinforce positive moral values, such as doing good deeds and helping the poor.
