Qiantang issues first registration certificate for foreign enterprise permanent representative office

Ms Tong, the representative of Myoung Shin Co from South Korea, recently obtained a registration certificate for the Hangzhou representative office, making it the first foreign enterprise permanent representative office registered at the Qiantang district market supervision administration.

A foreign enterprise permanent representative office refers to a non-profit organization established within China by a foreign enterprise to engage in activities related to its business, as per the Regulations on the Administration of the Registration of Permanent Representative Offices of Foreign Enterprises, without legal person status.

The Zhejiang Provincial Market Supervision Administration recently delegated registration authority for this matter, with Qiantang district among those authorized to grant the certificate. Upon receiving Ms Tong's inquiry, staff from the Qiantang district market supervision bureau provided assistance, guiding the company through the registration process.

Qiantang district currently oversees registration for over 1,200 foreign-funded enterprises delegated by the Hangzhou municipal market supervision administration. Starting Feb 1 this year, authorized by the State Administration for Market Regulation, the Qiantang district market supervision bureau officially began handling registration management for foreign-invested enterprises under the name of the Qiantang district government. So far, they have issued business licenses to four newly-established foreign-funded enterprises and processed changes for 14 others.
