Hangzhou recently issued performance permits to 139 street artists, including 12 foreign residents, marking a boost in the city's street art scene.
The city's second round of street artist certification was completed after an intensive 2024 training course, where performers showed off their pop vocals, band music, instrumentals, traditional opera, dance, and magic tricks.
Since 2021, Hangzhou has hosted four street art festivals, initiated regular public performances, and set up specific street performance sites.
Each performer's certification includes their name, art form, and permit number and gives them permission to perform at designated spots in the city. Performers must book performance slots on the "Zheli Culture Circle" platform and await approval before performing.
Hangzhou plans to introduce a tipping system for street artists and will standardize street artist exams to maintain high-quality performances while continuously adding new talent. The Hangzhou Performance Industry Association will also establish top-tier street artist teams for intercity exchanges and cultural events so they can boost the city's cultural image and strengthen its tourism industry.
