Building a legal framework for global business in Zhejiang

Seven deputies shared their inspiring stories before the second plenary session of the Third Session of the 14th Zhejiang Provincial People's Congress on Jan 15 in Hangzhou – capital of East China's Zhejiang province.

Among them, Guo Fang, a senior lawyer at the Hangzhou-based Zhejiang T&C Law Firm, highlighted Zhejiang's advancements in foreign-related legal services.

Guo shared a case where a client resolved a cross-border bond dispute efficiently through mediation in a Zhejiang court, avoiding a costly lawsuit from the United States.

This was said to reflect the province's progress in creating a robust foreign-related legal framework, supporting its 2035 goal of becoming a high-level, open province.

Zhejiang has introduced local legislation for foreign trade and rights protection, in a push to enhance confidence for businesses both "going global" and "coming in".

The province is also advancing laws for cross-border data flows and improving services for expats, breaking down barriers to development.

Initiatives like the "Silk Road Navigation Action" and policies promoting entrepreneurship have further strengthened Zhejiang's global appeal.

According to Guo, international lawyers praise Zhejiang for its legal transparency and stable policies, with many foreign clients drawn to its promising investment environment.

"Zhejiang is a place where entrepreneurs can feel assured, motivated and confident," Guo affirmed.
