Hangzhou launches its first AI-powered smart government hall

Hangzhou has opened its first unmanned smart government hall, bringing AI-driven services to businesses and residents, local media outlets reported.

Located in Qianjiang New City, Hangzhou's bustling CBD, the facility uses the Shangxinbao AI governance system and the Shangxinban cloud window platform, integrating DeepSeek AI to offer robotic guidance, AI-powered pre-reviews, and remote processing – transforming government services into a fully digital experience.

Unlike traditional service centers, visitors are greeted by Xinbao, an intelligent robot that provides instructions and answers questions. Equipped with AI-assisted policy explanation capabilities, the system is able to quickly retrieve information on topics such as foreign investment policies within seconds.

To streamline services, the cloud window terminals are now available in 14 subdistricts, enabling remote document submission, AI-powered pre-reviews, and video consultations. Businesses in Qianjiang New City, home to 86 office buildings and over 4,200 companies, can now handle essential services like company registration and talent policies more efficiently.

If AI cannot resolve an issue, users can connect with live agents via video call. The smart hall operates Monday to Friday, 9 am – 6:30 pm, with 24/7 online support via the Shangxinbao mini-program.
