Zhejiang launches coordinated actions to cut pollution
Zhejiang province has rolled out a new action plan to accelerate its green transformation, aiming to integrate pollution control with carbon reduction across key sectors such as energy, industry, and transportation.
The plan, effective from 2025 to 2027, also supports the province's goal of becoming a high-level ecological zone.
The plan outlines five core tasks and 15 supporting measures. By 2027, Zhejiang aims to cut major pollutants, reduce carbon dioxide emissions by more than 8 million metric tons, establish over 20 low-carbon industrial parks, and implement more than 300 coordinated pilot projects.
Zhejiang was approved in September 2022 to build China's first pilot zone for coordinated pollution and carbon reduction. Since then, the province has piloted initiatives in 81 industrial parks, 327 projects, and 80 cities.
The province also plans to deepen its participation in China's national carbon market. By 2027, it aims to lead in carbon efficiency among key emitters, cut an additional 5 million tons of CO2, and generate economic benefits worth 340 million yuan ($47.79 million).
Meanwhile, Zhejiang will expand its pilot programs for tradable pollution discharge rights, gradually incorporating volatile organic compounds, total phosphorus, and other pollutants into province-wide trading. It will also scale up cross-regional pilot trading across the Yangtze River Delta.
To support high-quality development, the plan encourages the rollout of carbon-footprint-based products and the rapid development of a carbon-inclusive market system that incentivizes low-carbon behavior among individuals and enterprises.
