Lawmakers propose practical solutions for urban green spaces, safety, elderly care

Hangzhou lawmakers and political advisers have put forward targeted proposals on urban livability, public safety and social welfare, reflecting grassroots research and practical governance needs.
Teng Ying, a deputy to the Hangzhou Municipal People's Congress, called for better planning of pocket parks to make them more distinctive and community oriented.
She suggested integrating cultural elements from the West Lake, Grand Canal and the Song Dynasty (960–1279), promoting all-age-friendly designs, and encouraging joint participation by communities, enterprises and social groups to improve the use of the limited amount of urban green space.
Deputy Xu Xiangdong highlighted the need to balance the rapid growth of the low-altitude economy with safety. He proposed accelerating local standards for low-altitude infrastructure, building a unified citywide flight management platform, and strengthening AI-enabled security systems to prevent illegal flights near key facilities.
Shen Xiangming, a member of the Hangzhou Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC), focused on the growing needs of elderly people who live alone.
He suggested establishing comprehensive information files at the community level, improving smart elderly-care platforms, promoting mutual-aid home care models, and supporting the development of elderly-care robots and intelligent devices.
CPPCC member Zheng Jiannan addressed fire safety risks in old high-rise residential buildings. He proposed citywide fire-risk assessments, targeted facility upgrades, and diversified funding mechanisms, including special government funds and public-private partnerships, to enhance urban safety resilience.
The proposals underscore Hangzhou's efforts to pursue people-centered, high-quality urban development through pragmatic policy design.
