Hangzhou lawmakers reflect on duties, address public concerns

The sixth session of the 14th Hangzhou Municipal People's Congress entered its second day on Jan 22. Ahead of the afternoon plenary meeting, the Deputies' Channel media briefing was held, with six municipal lawmakers engaging directly with the press on topics such as livelihoods, development priorities, and their work experiences.
Zhang Yingmin highlighted the role of chain leader enterprises in developing industrial ecosystems, calling for platforms to help small and medium-sized firms enter high-end supply chains and for stronger planning support for the membrane materials cluster.
Li Zhaopeng stressed closer engagement with frontline industries. Building on the Qiantang biomedical deputies' liaison station, he shared how direct dialogue mechanisms have helped resolve issues in transport, housing, and childcare, boosting innovation and workforce stability.
Xia Jingjing spoke about legislative fast-tracking to support emerging industries, citing Hangzhou's pioneering local regulations on embodied intelligent robots, which introduced innovative tools such as sandbox regulation and traceability.
Fang Jie emphasized people-centered smart governance, linking Hangzhou's City Brain digital management platform to community-level services and showcasing how technology has the potential to strengthen grassroots democracy and residents' sense of security.
Zhang Shuibao shared his village's path towards common prosperity, detailing how branding, agri-tourism, and talent cultivation — including the rural CEO model — have revitalized agriculture and increased rural incomes.
Yao Xingjun highlighted district-county collaboration to overcome talent bottlenecks in rural areas, describing new e-commerce-driven models that have expanded sales channels, created jobs, and advanced common prosperity.
Together, the deputies' voices reflected Hangzhou's efforts to align policy, industry, governance, and rural vitalization with the public's expectations for high-quality development.
