Yuhang district, Hangzhou, Zhejiang province generated 72.65 billion yuan ($10.42 billion) in fiscal revenue last year, up 16.45 percent year on year.

The district spent 29.37 billion yuan in civil areas such as education, healthcare, social insurance, transportation, and housing, accounting for 77.96 percent of its annual budget.

The district also implemented 66 new measures to promote innovation and cut taxes and fees by 7 billion yuan.
