Hangzhou launches three-year AI entrepreneurship plan

Hangzhou has unveiled a three-year action plan to foster a new generation of AI entrepreneurs, aiming to build more than 100 innovation communities, cultivate over 100 AI companies with annual revenue exceeding 10 million yuan ($1.47 million), attract 5,000 high-growth startups, and gather more than 30,000 innovation professionals by 2028.
The plan was released at the inaugural AI+OPC Innovation Development Conference in Hangzhou on June 29. "AI+OPC" refers to an AI-driven entrepreneurship model centered on "One-Person Companies" (OPCs), where highly skilled individuals use artificial intelligence to build and scale businesses with small teams.
The initiative introduces 15 measures covering innovation communities, computing resources, talent, finance, and business services. By 2028, Hangzhou plans to distribute 1 billion yuan in AI service vouchers, with eligible OPCs able to receive up to 10 million yuan annually in computing power subsidies. The city will also organize 100 application matchmaking events to help commercialize 1,000 AI projects.
The plan also expands talent support and financing. Qualified entrepreneurs will be eligible for the city's high-level talent program, while a dedicated funding pool will provide up to 1 million yuan for individual projects. Officials said the integrated policy package is designed to support AI startups throughout their entire growth cycle.
Hangzhou, home to leading AI research institutions and companies, is positioning the initiative as part of its broader ambition to become China's leading hub for AI innovation.
